Dolan Named Raleigh Police Chief


City Manager J. Russell Allen today named Harry Patrick Dolan, 49, the City of Raleigh’s police chief.  He assumes his duties in the Capital City on Sept. 4 at an annual salary of $132,000. 

“It is a tribute to the professionalism and dedication of the men and women of the Raleigh Police Department that I am able to choose a Raleigh Police Academy graduate as our next police chief,” Mr. Allen said. “Chief Harry Dolan has demonstrated his professional commitment to progressive and proactive law enforcement through community partnerships. He is enthusiastic and passionate about his new opportunity to lead the Raleigh Police Department.”

Eighteen of Mr. Dolan’s 27 years as a law enforcement officer have been spent in North Carolina. Five of those years were with the Raleigh Police Department.         Mr. Dolan has held the position of chief of the Grand Rapids, Mich., Police Department for the past nine years. The Grand Rapids Police Department has a staff of 472 to serve a population of nearly 200,000. He was chief of the Lumberton Police Department from 1992 to 1998. Mr. Dolan served as chief of the North Carolina Department of Human Resources Police Department at Black Mountain  from 1987 to 1992. He was named the most outstanding graduate of the Raleigh Police Academy in 1982 and served Raleigh for five years, leaving for Black Mountain in 1987 with the rank of first-class police officer. He began his law-enforcement career in 1980 as a Buncombe County deputy sheriff.

“It is a distinct honor to be selected as the Capital City’s next chief of police,” Mr. Dolan said.  “I appreciate Mr. Allen’s confidence in me and look forward to once again working with the members of the Raleigh Police Department.

“I will always be grateful to the members of the Grand Rapids Police Department and our community for their steadfast support of my family and me throughout the past nine years,” he said.

The New York native earned an associate degree in law enforcement from Palm Beach Community College, a bachelor’s degree in criminal justice from Western Carolina University and a master’s degree in organizational leadership from the University of North Carolina at Pembroke. He is a graduate of the Police Executive Development Program of the University of North Carolina at Chapel Hill’s Institute of Government.

The City Manager conducted a national search that resulted in 45 applicants. He narrowed the field to Mr. Dolan and Samuel Kent Sholar. Mr. Sholar’s entire 24-year law-enforcement career has been with the City of Raleigh Police Department. Mr. Sholar was named deputy chief in December 2006. Mr. Allen tapped him to serve as interim chief in March when former Police Chief Jane Perlov left the position.

“I want to especially acknowledge and thank Deputy Chief Kent Sholar, who has served as interim chief and was our other finalist,” Mr. Allen said. “Raleigh is fortunate to have his loyalty, dedication, skill and experience to serve the Police Department and to protect our citizens. He will continue to be an integral part of the command team.”

The Raleigh Police Department has a staff of 871 to serve a population of 368,000.
